Josh is the Chief Advocacy and Policy Officer at Meals on Wheels America. In this position, he oversees all advocacy campaigns and initiatives designed to support and strengthen the nationwide network of senior nutrition programs and the individuals they serve. Josh is responsible for building partnerships and coalitions and representing Meals on Wheels America and local programs before Congress, the Administration, anti-hunger and aging advocates and other audiences to achieve legislative and policy priorities. In short, Josh works each day to raise awareness about the issues of senior hunger and isolation and turn our vision of an America in which all seniors live nourished lives with independence and dignity into a reality.
Prior to joining Meals on Wheels America in April 2024, Josh was Vice President of Public Policy of MAZON: A Jewish Response to Hunger where he established and led MAZON’s Washington, D.C. office. In this role, Josh coordinated and implemented MAZON’s advocacy agenda to protect and improve federal nutrition assistance programs, emphasizing the food security needs of overlooked populations such as veterans, military families, older adults, college students, indigenous communities, and the people of Puerto Rico. He is recognized as one of the foremost experts on the issues of food insecurity among both veterans and currently serving military families and has been a frequent contributor to related publications, public policy solutions, and media coverage.
Josh has extensive experience working at both community and national agencies, including as Director of the Jewish Community Relations Council at the Jewish Federation of Southern Arizona and as Vice President and Washington Director for the Jewish Council for Public Affairs. He previously served on the board of directors for the Coalition on Human Needs and on the Vote Advisory Council for Food Policy Action. He currently serves as a member of the VA Secretary’s Advisory Committee on Homeless Veterans Affairs.
Josh is trained as a historian, earning his Master of Arts in Western American History and Public History from Arizona State University and his Bachelor of Arts in American Studies and French Literature from Wesleyan University. He lives in Takoma Park, Maryland with his wife, Abby Foss, and their children Eli, Noah, and Cory.
